My Lords, I send Your Lordships inclosed Copy of a Memorial, I have received from Count Welderen Envoy Extraordy & Pleny from the States severely as also Copies of three Papers ref erred to therein. This Memorial represents, that the Vessel ,called the Twee Gebroeders, Henry Torhorst Master, bound from Rotterdam to St Eustatia, & laden with Cannon, Gun powder, Chests of Arms, Provisions, &ca has been stopt & brought into Falmouth Harbour by the General Conway Transport commanded by John North: And I am to signify to Your Lordships His Majesty's Pleasure that you should give immediate Orders for Enquiry to be made into the Reasons for the Detention of the said Vessel & Cargo; And that Your Lordships should acquaint me therewith, that I may return an Answer as soon as possible to Count Welderen's Memorial.
