Captn Whipple shew'd me a Letter from you respecting the Agency of the People belonging to the Fleet ー This is therefore to Impower you to act as their Agent untill further Orders, although you are a total Stranger, any otherwise than being appointed by the honorable Continental Congress. We think it a Sufficient Recommendation to Impower you to act as our Agent as Long as you act to our Satisfactionー
